Makes pane::ReopenClosedItem (`cmd-shift-t` macos / `ctrl-shift-t`
linux) work in Project Panel and other non-`Pane` Dock contexts too
(Diagnostics, Outline, Git, Collab).
These checks were not functioning as intended. Notably tests were
skipped for today's hotfix release of Preview
[v0.169.2-pre](https://github.com/zed-industries/zed/actions/runs/12790602047):
Separately these checks were flawed as they would only be considered
"docs only" if the diff between the PR branch base and main also did not
have any subsequent non-docs changes.
Reverting until we can figure out something better.
Add `phi4` maximum context length (128K).
By default this clamps to `16384` but if you have enough video memory
you can set it higher or connect to a non-local machine via settings:

After using it full-time for a day I very much think an implicit "mark
mode" when the emacs base keymap is enabled is the wrong approach.

Improves the new `Editor::DuplicateSelection` @CharlesChen0823 added in
https://github.com/zed-industries/zed/pull/21154.
- Merge `duplicate_selection` and `duplicate_line` into single function.
- Add keyboard shortcuts to JetBrains and SublimeText keymaps.
- If the selection is empty (e.g. just a cursor) make
`Editor::DuplicateSelection` fallback to being the same as
`Editor::DuplicateLineDown`.
- Tested with multiple cursors and for multiple selections.

This matches behavior of the `duplicate` functionality in all other
major editors, with one exception: other editors change the selection so
that the newly duplicated object, current Zed behavior leaves the
original selection unchanged (TODO?)
Improve behavior of ctrl-a/ctrl-e home/end in emacs keybind.
Follow up to #21921 to add those to Linux emacs keymap too.

Fix cmd-pipe
Remove redudnant jetbrains/sublime keybinds (these exist as `cmd-{` and `cmd-}` under default vscode keymap) and were broken as part of the recent keybind changes.
Remove excess JSON whitespace from tests to make them more readable.
Fixes docs to reflect that Protobuf support is via extension.
Comment out references ProtoLS formatter.
Need to test both protols and protobuf-language-server to ensure both work.
Fix for getting File exists "os error 17" with `"use_system_path_prompts": false,`
This was reproducible when the first worktree is a non-folder worktree
(e.g. setting.json) so we were trying to create the new file with a path
under ~/.config/zed/settings.json/newfile.ext

Fixes shellcheck errors in script/*
Adds a couple trailing newlines.
Adds `script/shellcheck-scripts` and associated CI machinery.
Current set ultra-conservative, does not output warnings, only errors.
- Don't output junk to stderr when cmake unavailable
- Kitware PPA does not include up to date bins for all distros (e.g.
Ubuntu 24 only has 3.30.2 although 3.30.4 has been out for a while) so
don't try to force install a specific version. Take the best we can get.

Switches us to using `-latest` tags with Anthropic models instead of
pinning to a specific date version.

This is a no-op for:

For Claude 3.5 Sonnet this will update us from
`claude-3-5-sonnet-20240620` to `claude-3-5-sonnet-20241022`. We will
also pickup any subsequent model updates automatically when Anthropic
updates the `latest` tag.
This matches the behavior for OpenAI where use `gpt-4o` as the
model_name and not `gpt-4o-2024-08-06`.

- `actions/check_style` can now be run on stateless/linux runners (previous required self-hosted MacOS runner)
- ci.yml: Split old `style` into checks into those that can run statelessly (linux) and everything else into a new `migration` group which benefit from the full git checkout available on the MacOS runners.
- ci.yml: Move `Check unused dependencies` from style to `linux_tests`
- Add `if: github.repository_owner == 'zed-industries'` to all jobs so they won't try and run on GitHub forks.
- This reverts the change I made in https://github.com/zed-industries/zed/pull/15535 which set `option_as_meta` to `true` in the default settings.
- `true` is a reasonable default for US Keyboards, but is terrible for many others which rely on `alt+<key>` for totally normal keystroke combinations.
