Troy James Sobotka f1ff4a9047 Update coefficients to use REC.709 
While still not colour managed, and grossly assuming REC.709
display referred buffers, the effect as it currently stands can be
improved to use the proper coefficients for REC.709, as opposed
to legacy REC.601. Ideally there'd be a flag somewhere to flip between
the two coefficient sets.

Troy James Sobotka 781921143c Fix #853 lower_control_layout QSizePolicy 
Changing the QSizePolicy to `Maximum` prevents the
central control buttons from wiggling as the variable width
font changes width dimensions.

The issues tab is a nightmare to watch. Duplicates, useless FRs with no worthwhile explanation as to why it needs to be in Olive.

So, here is a proposal to help counter some of the duds that are present right now.
