Mike-Solar 4ed8b2bf76 gpui: anchored popups block clicks from reaching the layers below ...

Anchored elements now insert a BlockMouse hitbox over their final
bounds during prepaint (after snap/switch adjustment, before children),
so menus, dropdowns and popups no longer let clicks fall through to
the UI they cover; clicks outside the popup still reach the background
so click-away-to-close keeps working.
