A bug caused the assumptions of this method to be violated. We will fix that in the next commit, but we want to be more conservative in our assumptions here going forward.

K SimmonsandMikayla Maki 54cf6fa838 Pull blink functionality out of editor and into blink manager. Make blink manager subscribe to settings changes in order to start blinking properly when it is re-enabled.
