Adds a new `documentation` method to actions, that is extracted from doc
comments when using the `actions!` or derive macros.
Additionally, this PR adds doc comments to as many action definitions in
Zed as possible.

Instead of a menagerie of macros for implementing `Action`, now there
are just two:
* `actions!(editor, [MoveLeft, MoveRight])`
* `#[derive(..., Action)]` with `#[action(namespace = editor)]`
In both contexts, `///` doc comments can be provided and will be used in
`JsonSchema`.
In both contexts, parameters can provided in `#[action(...)]`:
- `namespace = some_namespace` sets the namespace. In Zed this is
required.
- `name = "ActionName"` overrides the action's name. This must not
contain "::".
- `no_json` causes the `build` method to always error and
`action_json_schema` to return `None`
and allows actions not implement `serde::Serialize` and
`schemars::JsonSchema`.
- `no_register` skips registering the action. This is useful for
implementing the `Action` trait
while not supporting invocation by name or JSON deserialization.
- `deprecated_aliases = ["editor::SomeAction"]` specifies deprecated old
names for the action.
These action names should *not* correspond to any actions that are
registered. These old names
can then still be used to refer to invoke this action. In Zed, the
keymap JSON schema will
accept these old names and provide warnings.
- `deprecated = "Message about why this action is deprecation"`
specifies a deprecation message.
In Zed, the keymap JSON schema will cause this to be displayed as a
warning. This is a new feature.
Also makes the following changes since this seems like a good time to
make breaking changes:
* In `zed.rs` tests adds a test with an explicit list of namespaces. The
rationale for this is that there is otherwise no checking of `namespace
= ...` attributes.
* `Action::debug_name` renamed to `name_for_type`, since its only
difference with `name` was that it
* `Action::name` now returns `&'static str` instead of `&str` to match
the return of `name_for_type`. This makes the action trait more limited,
but the code was already assuming that `name_for_type` is the same as
`name`, and it requires `&'static`. So really this just makes the trait
harder to misuse.
* Various action reflection methods now use `&'static str` instead of
`SharedString`.

There's still a bit more work to do on this, but this PR is compiling
(with warnings) after eliminating the key types. When the tasks below
are complete, this will be the new narrative for GPUI:
- `Entity<T>` - This replaces `View<T>`/`Model<T>`. It represents a unit
of state, and if `T` implements `Render`, then `Entity<T>` implements
`Element`.
- `&mut App` This replaces `AppContext` and represents the app.
- `&mut Context<T>` This replaces `ModelContext` and derefs to `App`. It
is provided by the framework when updating an entity.
- `&mut Window` Broken out of `&mut WindowContext` which no longer
exists. Every method that once took `&mut WindowContext` now takes `&mut
Window, &mut App` and every method that took `&mut ViewContext<T>` now
takes `&mut Window, &mut Context<T>`
Not pictured here are the two other failed attempts. It's been quite a
month!

* Removes some deserializers that immediately fail in favor of
`#[serde(skip)]` on fields where they were used. This also omits them
from the schema.

This PR is a continuation of [linux: Implement
Menus](https://github.com/zed-industries/zed/pull/21873) and should only
be reviewed once the existing PR is merged.
I created this as a separate PR as the existing PR was already reviewed
but is yet to merge, and also it was my initial plan to do it in
separate parts because of the scope of it. This will also help reviewing
code faster.
This PR adds two new types of keyboard shortcuts to make menu navigation
easier:
1. `Alt + Z` for Zed, `Alt + F` for File, `Alt + S` for Selection, and
so on to open a specific menu with this combination. This mimics VSCode
and IntelliJ.
2. `Arrow Left/Right` when any menu is open. This will trigger the
current menu to close, and the previous/next to open respectively. First
and last element cycling is handled.
`Arrow Up/Down` to navigate menu entries is already there in existing
work.

This PR implements menus for Linux and Windows, inspired by JetBrains

I plan to complete this in multiple parts. While this PR delivers a
fully functional menus, there are many UX improvements that can be done.
So, this is part 1 of 3.
**This PR**:
- [x] Clicking the application menu opens the first menu popup. This
also shows other available menus.
- [x] While a menu is open, hovering over other menus opens them without
needing a click.
- [x] Up/down arrow keys works out of the box. Thanks GPUI.
**Future - Part 2**:
- Add keybinding support to open specific menus using `Option + first
character of menu item`.
- Add support for left/right arrow keys to move between menus.
**Future - Part 3**:
- Implement nested context menus in GPUI for submenus. (I haven't
checked if this already exists).

This PR removes the `title_bar` crate's dependency on the `feedback`
crate.
The `feedback::GiveFeedback` action now resides at
`zed_actions::feedback::GiveFeedback`.
`title_bar` now no longer depends on `editor` 🥳

One drawback of this is that we now hide call controls when any modal is
visible (we used to hide them just when ssh modal was deployed).

Reverts #13857. Hiding tooltips for selected buttons prevents tooltips
like "Close x dock" from showing up, see #14938 for an example.
The intention of the original PR was to hide the "Show application menu"
tooltip, while the context menu is open.
In order to fix this without breaking other UI elements, we track the
state of the context menu using `PopoverMenuHandle` now, which allows us
to prevent the tooltip from showing up while the context menu is open.

This PR gives the `NumericStepper` component an ID.
This prevents the UI and buffer font size settings controls from having
their increment/decrement buttons visually change when the other one is
pressed.

This PR adds a `NumericStepper` component that can be used to display a
numeric value along with controls to increment, decrement, and reset the
value.
The `ApplicationMenu` has been updated to use the `NumericStepper` for
adjusting the buffer and UI font size.

Note: Due to the way we do font adjustments, once modified the reset
button will be displayed until it is clicked (or the font size
adjustment is otherwise reset). Simply returning to the original value
will currently not hide the reset button.
