I'm unable to test this because rebuilding Zed with the changes does not
seem to use the changes. If maintainers could let me know how to test
these changes I'd like to verify that this really fixes#19590.

Enable configuring Dart's LSP from other means of installation types.
Some users don't install the `dart` binary, but uses version manager.
In the example, I uses [FVM](https://fvm.app/) (short for "Flutter
Version Manager").
I have tested this with "Install Dev Extensions".

This PR updates the `zed_extension_api` to v0.1.0 for the extensions
that live in this repo.
The changes in that version of additive, so none of the extensions need
to change their usage in order to upgrade.

This PR updates the extensions dependent on v0.0.6 of the
`zed_extension_api` crate to use the now-published version on crates.io
instead of a path dependency.
The impacted extensions are:
- `dart`
- `gleam`
- `haskell`
- `svelte`

This PR adds the ability for extensions to implement
`language_server_workspace_configuration` to provide workspace
configuration to the language server.
We've used the Dart extension as a motivating example for this, pulling
it out into an extension in the process.

- Removed built-in support for Dart, in favor of making it available as
an extension. The Dart extension will be suggested for download when you
open a `.dart` file.
