To fix issues with code blocks' parsing in Markdown, a
tree-sitter-markdown library update is needed.
But `tree_sitter::language` is used in many places within core Zed,
which forced more library updates.

Hi, this pull request adds support for `rubocop` language server. I
noticed that `ruby-lsp` LS is becoming more popular but it still lacks
diagnostics support in Zed. To cover that missing feature, it could be
good to use `rubocop` LS to show diagnostics alongside with the running
Ruby LSP.

This PR extends the PHP extension with
[Phpactor](https://github.com/phpactor/phpactor) support.
Phpactor seems to provide a better feature set out-of-the-box for free,
so it has been made the default PHP language server.
Thank you to @xtrasmal for informing us of Phpactor's existence!

This PR fixes a small issue in the Ruby docs, where we weren't properly
demonstrating that `solargraph` should be disabled when enabling
`ruby-lsp`.

This PR replaces references to `language_overrides` in the docs with
just `languages`.
`language_overrides` is an alias for `languages`, and we want to move
towards just using `languages`.

This pull request adds ability to pass `initialization_options` to both
`solargraph` and `ruby-lsp` language servers. Additionally it updates
the documentation to reflect that and the recently added `ruby-lsp`
server.

Standardize the blockquote "Notes" usage, so all places are using the
`>` blockquote notation, as well as a consistent style for the "Note"
word.
PS: Thought that bolding the word "**Note**" would make for a higher
visual distinction, so went for it in all existing cases! No strong
feelings, though; happy to roll back to just "Note:" if that's
preferrable!

Presently the only available setting under `problems` is
`shortenToSingleLine`, which defaults to `false`.
Example Zed `settings.json` to shorten eslint error squiggles to only
show on the first line of the problem:

This allows the workspace configuration settings to be passed to the
elixir-ls LSP via lsp settings.
This following example settings disable dialyzer in the LSP:

It follows the same pattern used in
[#8568](https://github.com/zed-industries/zed/pull/8568) and resolves
[#4260](https://github.com/zed-industries/zed/issues/4260).

This PR adjusts our docs to use plain Markdown quotes for callouts.
This Markdown gets rendered in a number of different locations:
- GitHub
- zed.dev
- mdBook
As such, we should use Markdown that is supported by all three.

Hints are still disabled by default in Zed, but when those get enabled,
the language server settings allow to display those instantly without
further server configuration, which might be not obvious. Also add the
documentation enties for those settings and their defaults in Zed.
