language: Allow support for ESLint working directories (#43677)

Closes #9648 #9755

Release Notes:

- Added way to configure ESLint's working directories in settings. For
example:
`{"lsp":{"eslint":{"settings":{"workingDirectories":["./client","./server"]}}}}`
