Enable clippy::extra_unused_lifetimes (#8754)

This PR enables the
[`clippy::extra_unused_lifetimes`](https://rust-lang.github.io/rust-clippy/master/index.html#/extra_unused_lifetimes)
rule and fixes the outstanding violations.
