ci (gitea): ocio-env.sh via bash, drop ocio-sys unpack/glob on Windows
Mirror the .github workflow fixes:
- ocio-env.sh has no exec bit (git doesn't preserve one reliably) —
  bare invocation fails 'Permission denied'; call it through bash in
  both the Linux and Windows configure steps
- ocio-sys is the GIT fork, so the Windows registry-cache unpack +
  'ls .../ocio-sys-0.2.1/build.rs' glob can never match (git deps have
  no .crate archive); the fork's build.rs already carries the
  fix — the unpack/sed block is removed
