Nathan Sobo 138aa0492a Add downcast_ref to AnyViewHandle ...

I use unsafe code to transmute an AnyViewHandle to a ViewHandle<T> when
the type matches. Because ViewHandle<T> is repr(transparent) to the
wrapped AnyViewHandle, this is safe.
