editor: Fix cuts on end of line cutting whole line (#34553)

Closes #19816

Release Notes:

- Improved `ctrl-k` (`editor::CutToEndOfLine`) behavior when used at the
end of lines
- Add option to make `editor::CutToEndOfLine` not gobble newlines.
