Add :delm[arks] {marks} command to delete vim marks (#31140)

Release Notes:

- Implements `:delm[arks] {marks}` specified
[here](https://vimhelp.org/motion.txt.html#%3Adelmarks)
- Adds `ArgumentRequired` action for vim commands that require arguments
