Enable clippy::explicit_auto_deref (#8753)

This PR enables the [`clippy::explicit_auto_deref`](https://rust-lang.github.io/rust-clippy/master/index.html#/explicit_auto_deref) rule and fixes the outstanding violations. Release Notes: - N/A
