Enable clippy::needless_lifetimes (#8777)

This PR enables the [`clippy::needless_lifetimes`](https://rust-lang.github.io/rust-clippy/master/index.html#/needless_lifetimes) rule and fixes the outstanding violations. Release Notes: - N/A
