There is a separate label for continuous integration now, but we don't have a separate issue template for that. It's unlikely that someone wants to report CI issue anyway.

Simran Spiller 9657e945ea Workaround with unique matrix key shouldn't be necessary 
If the matrix has non-unique keys, then an artifical unique key is required in order to match the correct include element, or the last one will overwrite other non-unique

Use a total of 3 attempts for all curl commands with a 60 second delay (default would be 1 second with exponential backoff)

Simran Spiller faf3670850 ci: Don't trigger build on certain paths 
Makes no sense for updates to issue templates, the funding config and readme.

Also exclude docker folder, as changes will not affect the build until someone builds & pushes updated images.

Do not exclude the LICENSE file however, as it gets packaged in CI runs.
