project: replaced proxy with pre-cache
...
Removed proxy task and replaced with a true honest-to-god pre-cache for
footage. This footage is pre-cached to a sequence and therefore 100% ready
for use in it once the task is done.

allow setting of pixel format/ocio method/sample format in preferences
...
Implementation isn't perfect yet, viewer/renderer doesn't update yet when
the preference is changed so a sequence needs to be re-opened for the change to
take effect.

implemented inverted timeline scroll axes

Timeline scrolls horizontally by default with a preference to disable that
functionality.
