build: relax the ocio-rs constraint to 0.2
CI / Build & test (Linux) (push) Successful in 17m43s
CI / Build & test (Windows) (push) Failing after 32m37s

Pre-existing local resolution fix so the dependency set resolves here;
Cargo.lock follows (getrandom 0.4.3 -> 0.3.4 in the ocio tree).
